1. Keeping names apart

Consider a document that mixes HTML and BIBREF

Both vocabularies have A and B elements; Author or Anchor? Book or Bold?
You can't always redefine the names - e.g. a Web browser won't link from an <anchor> element.
Solution is to associate each vocabulary with its own URI
