5.4.1 content suitable for mobile content?

Description:
\"Content should be suitable for use in a mobile context \"

This means that BP is BPWireless or the BP does not make sense.

If I\'m a web author producing a web site, I will produce it
no matter if it\'s suitable for mobile or not. I may be willing
to follow BP to help those who adapt my site, but why should I be
concerned if it\'s OK for mobile or not.
On the other hand, if you tell me that this BP is for authors
of mobile content, than a lot of other things elsewhere in the
document don\'t make sense.
