\"The service should be designed with a broadly balanced navigation
tree where numbers of links on pages is balanced against depth of navigation.\"

This makes no sense, unless a decision between BP-Web and BP-Wireless is taken:

BP Web: a web page can have hundreds of links and still be usable, so this
guideline does not help. Imposing web authors to minimize the number of
links can impact the site\'s business model directly.

BP Wireless: No more than 10 links per page please. May also want
to add guidelines about the wording of each link and their order.
