Description:
This innocuous sounding sentence under 2.3.5 is actually next to impossible to implement. It is of significance in a couple of cases, but most particularly as Rudahan observed in today's checker F2F, if you have an image defined in the CSS in a ruleset that is never triggered because it does not match the content, or because it is over-ridden by a ruleset of higher specificity then we may count the size of the image towards the total when in fact in practice it should be ignored.

In the checker we are likely to note a caveat around this, should we remove the offending sentence in mobileOK as in fact it's really unlikely that we or any other checker will actually implement the cascade?
