- I attemp to discuss the problem of ambiguity with ALT NULL and empty value.
Similar Issue has been discussed among the BPWG in July 2006.

Recently a lot of images are used for purely decorative purposes and an empty
alt attribute (alt=\"\") is used with them usually. Also, there are so many cases
that use the NULL ALT attribute for expedient purposes.
In MobileOK basic Test 1.0, currently, it is only checked whether an ALT
attribute is existed while using IMG element, but the values. Therefore, even
if the alt attribute of IMG is NULL or empty, they can PASS.
So, I propose to modify the section 3.14 as below. I expect that it will reduce
the ambiguities of section 3.14 (NON-TEXT_ALTERNATIVE) tests.
PROPOSED TEXT:

For each img element:
If an alt attribute is not present, FAIL
If an alt attribute is NULL(ALT=â?â?), warn.
PASS
