Description:
James (Pearce) pointed out to me this morning that {CACHING} demands that the
cache-control directive is in the http header.

However, it is a point of principle that I think we have previously endorsed on
a few occasions, that developers who do not have access to headers should not be
penalised.

I think this means that we should (weakly) allow meta http-equiv=\"Cache-Control\"
just the same as we allow Content-Type. And indeed we porbably ought to review
every other HTTP header in the light of the principle espoused above.

This does call into question the point in 2.3.3, which places primacy on the
HTTP headers, as demanded by the TAG finding, etc. If the META contradicts the
HTTP headers then it is possible that this means the author is trying to remedy
a situation that they can do nothing else about.

So what do we want to do about that? call 555 1TAG?

It would be nice if web servers - per HTML 4.01 were to check out what the user
is trying to do with meat http-equiv, but they don\'t do they? Perhaps we can
start a \'movement\' - the movement for meta http-equiv ...
