I think that the current wording of this BP [1] does not sufficiently
explain what I imagine is its intent. The wording \"Organize documents so
that if necessary they may be read without style sheets\" omits to mention
reading order. The corresponding WCAG checkpoint 6.1 [2] is qualified by
\"When content is organized logically, it will be rendered in a meaningful
order when style sheets are turned off or not supported.\" This is a
fundemental point as content is generally readable without stylesheets,
but may not make sense, or the main content may end up at the end of the
page. Content creators unfamiliar with WCAG will not understand this
problem. I suggest adding the WCAG text at least to the \"what it means\"
section, if not to the title. There should also be a link to WCAG
checkpoint 6.1.
