Come up with a mechanism to identify and cover open points in the documents

Description:
Due to many individual points in each of the documents, we need to come up with
a workable mechanism that will allow us to accomplish the workload.
Having them down on \"paper\", so to speak, helps, but now we cannot just leave
them there.
How do we agree on wording, individual small aspects etc.?

Kai\'s Proposal:
I propose we mark open points, as Jo has already been doing, and see
that we resolve 5 open points per week.
If the issue mechanism will server for this, then we should use it.

Points that cannot be agreed upon should be tabled, perhaps to be dealt
with a future F2F or in a specific discussion in telephone conference.

Points that can be agreed upon should be brought up for a short vote
(..speak now or forever hold your peace..) and then be taken off the
open points list.

Otherwise we may publish a docuement which, in all reality, only a few
people may have really looked at in detail.
