Once again, I\'m sorry to come late to the party here, but must ask that we
revisit this one.

Firstly, I think that this should remain at mobileOK level 1.

We do say that the DDC supports a single external style sheet - though as
mentioned previously we have not been very careful about specifying the
degree of support for standards - in this case (CSS Level 1) did we mean
\'full\' or \'core\'? Nonetheless I think that it\'s an important requirement
that is partially machine testable, and we should not give the impression
that it\'s somehow only important for \'advanced\' users.

Secondly some thoughts about machine tests:

CSS Level 1 does not support absolute positioning, so it looks to me as
though a check for the presence of float: and display: should result in a
qualified PASS in their absence and a WARN if they are present.
