Following a comment on the Last Call document rasied by Charles (LC394, see [1]
), it is proposed that we add a new best practice statement thus:

[TEXT_EFFECTS] Do not use font and formatting effects unless you know that you
will achieve the intended effect.

What it means

Device limitations and context of use, such as in bright sunshine, mean that
justified text, italics, emboldening, color etc may not cause the intended
effect and can make text harder to read.

How to do it

Avoid using these effects.
