Consensus-based decisions

A substantial number of individuals in the set support the decision and nobody in the set objects. Individuals in the set may abstain. Abstention is either an explicit expression of no opinion or silence by an individual in the set

Interaction with other W3C Groups and the community at large

W3C Patent Policy

As a condition of participating in a Working Group, each participant (W3C Members, W3C Team members, invited experts, and members of the public) shall agree to make available under W3C RF licensing requirements any Essential Claims related to the work of that particular Working Group.
