Why Architecture?

Architecture (fundamental characteristics of infrastructure):

• constrains policy options (can't preclude illegal copying)
• enables policy options (anonymity)
• defines bounds of future innovation

Why Policy?

We organize our social relations through policies:

• public - private
• mandatory - voluntary
• enforced - ignored

Some Vocabulary: Transparency and Accountability

Tranparency: Visibility into the process of accessing data, rules according to which data is controlled, and proof justifying access in the case of a particular request

Accountability: Ability to look back at ultimate use of data in the event of some (adverse) consequence.
