This tool proxies a document served as application/*+xml (as defined in RFC 3023) as application/xml; this allows to set up one's browser that doesn't recognize this family of MIME-types to handle it as XML (see e.g. bug 155730 in Mozilla).
(note that in fact, this is likely not a proper HTTP proxy; it merely rewrites the Content-Type header)
