The Development Process
- There is a well described process:
- public charters
- various level of readiness for documents
- working drafts
- candidate and proposed recommendations
- W3C members can vote and express opinion at every step
- public comments are also sollicited
- the process itself evolves based on experience
- The process ensures:
- concensus of the participants
- a consistent Web architecture
- vendor neutrality
