finalDefault and blockDefault on xs:schema

Description:
a result of the use of substitution groups may be that the schema author tries 
to control this with the use of the blockDefault and finalDefault attributes 
of xs:schema.

I am guessing these are mostly ignored by tools and so can be considered safe 
to use in their own right. Basic for now?
