Gary, interaction syntax changed to MAY on exception
nick, need this as cannot guarantee end point projections
SRT, Why not SHOULD then? 
Gary, cdl represents description, impls on each side not relevant
both parties must go into exception state
 nick, cdl is like an interface in wsdl, with a throw declaration you are not sure if it actually happens or can enforce it
mc, difference between declaration and runtime, may is a declaration
SRT, I vote for MUST
