Agreed in meeting on 26 May 2010 (http://lists.w3.org/Archives/Member/w3c-mmi-wg/2010May/0060.html) to always use value range [0;1], which makes this issue obsolete. See also new issue on defining the "neutral point" of a scale, http://www.w3.org/2002/mmi/Group/track/issues/136
