This issue came up during the September 17 call with WAI-PF.
Grammars should be public features of an application, perhaps part of the data model, instead of hidden in the voice modality. This is useful because grammars define the choices that are available to users at different points in the interaction, whatever the modality. For example, if a user can't speak, the user could enter the corresponding text instead and have that processed by the grammar. Even better, some kind of an assistive device could use the grammar to create a GUI display reflecting the available choices, in the form of a menu or set of buttons labeled with the choices. Note that generating a GUI interface from a speech grammar is also useful for more than accessibility reasons. For example, it would also be useful for a cell phone user in a noisy or public environment.
