Is intensity to be included for all emotion description, or just for categories somehow?

Description:
Currently <intensity> is a separate element. The justification is twofold:

1. Intensity can occur not only with categories but with other emotion representations too (though arguably this is rare);

2. making it an element rather than an attribute allows one to specify a confidence on the intensity.

It should be discussed whether these reasons are important enough to justify the added representational complexity of having a separate <intensity> element, or if the representation could be simplified to either

<category name="anger" intensity="0.3">
or
<emotion intensity="0.3">.
