Description:
Propose extending IR document to indicate that implementers are required to give
comments if they don\'t implement a feature --> This is critical in determining
whether a feature is not implemented because it is not useful or simply does not
apply to the particular kind of input addressed in a specific implementation.

- Discussed in EMMA call 9/27/06
- Concern that requiring comments will make
document too much like a compliance check
- Vendors may not want to indicate why they
do not have a feature in a public facing document
