Appointment of PSO representatives to the ICANN Board of Directors


One of the tasks to be undertaken by the PSO is the appointment of ndividuals to serve on the ICANN Board of Directors. This assignment was documented in the Memorandum of Understanding creating the PSO. The relevent text is:

(3) ICANN Directors.

(a) The Protocol Council will appoint Directors to the ICANN Board of Directors in accordance with the By-laws of ICANN, for such terms as are specified by such By-laws. ICANN will notify the Protocol Council of any vacancies on the ICANN Board which may be filled by the Protocol Council.
(b) The Protocol Council will conduct an open call for nominations for any open PSO seats on the ICANN Board. Each Signing SDO is entitled to nominate candidates by procedures of its own choosing. Additionally, nominations from the public at large will be allowed under conditions to be defined by the Protocol Council. The Protocol Council will select the PSO nominees to the ICANN Board from among these nominees. ICANN Directors selected by the Protocol Council may, but need not, be members of the Protocol Council or any SDO.
(c) No more than 2 PSO-nominated Directors may be residents of the same Geographic Region (as defined in the ICANN By-laws).
(d) The ICANN Directors appointed by the Protocol Council will not represent the PSO on the ICANN Board, but will function as full Directors of ICANN.

The PSO-PC is being evaluating the election mechanism, with a view to formalizing a mechanism for future years. Specifically, the PSO-PC analyzes ways to determine a mechanism for soliciting and evaluating public nominations. Commentary and input to this process would be most appreciated - please direct comments to the Protocol Council.

NEW ANNOUNCEMENT:

On 27th July 2001, the PSO has informed ICANN that Vinton G. Cerf has been selected to serve on the ICANN Board of Directors for the 3 year term beginning October 1st 2001.

As the 2 year term of Vinton G. Cerf  as a member of the ICANN Board of Trustees expires October 1, 2001, the PSO-PC has opened on 1st June 2001 the Call for Nominations from the SDOs and the public at large to the ICANN Board for the term beginning October 1, 2001. Nominations have to be emailed to pso-discuss@pso.icann.org, accompanied by nominees' CVs. The closing date for nominations was July 15, 2001.

On September 15, 2000, the PSO informed ICANN that Helmut Schink has been selected to serve on the ICANN Board of Directors for the three-year term beginning October 1, 2000.

The one year term of Jean-François Abramatic as a member of the ICANN Board of Trustees expired October 1, 2000. The PSO-PC has solicited nominations from the SDOs as well as the public at large and has developed a form to accompany each nominee. Nominations have been emailed to pso-discuss@pso.icann.org, and had to be received on or before July 21, 2000.

On October 25, 1999, the PSO informed ICANN that the following individuals had been selected to serve on the initial ICANN Board of Directors:

1 Philip Davidson 3 year term
2 Vinton G. Cerf  2 year term
3 Jean-François Abramatic 1 year term

The PSO Protocol Council has had a closed vote to elect 3 board members from the pool of nominees created by the PSO MOU signatories' nomination processes.
