    which is my attempt to reconstruct and explain the httpRange-14
    advice from the TAG.

  - Change proposals that do not show adequate understanding of the
    content of the following memos are likely to be returned for
    revision:

      . Interoperability of referential uses of hashless URIs

      . Providing and discovering definitions of URIs 
          http://www.w3.org/2001/tag/awwsw/issue57/latest/
      . Generic resources and Web metadata

  - Any change proposal that alters section 3.2 "Information resource
    reference" must be accompanied by a note explaining how someone
    is expected to refer to the information resource at any
    retrieval-enabled URI (not just one where resolution can be
    influenced by the one doing the referring).

  - Amendments to the theory of information resources will be considered.
