Working Hypothesis: explore a webmaster-friendly GML subset that can be deployed via RSS, converted to KML, and queried with GIS-extended SPARQL services. GML and RDF efforts have done the heavy duty standards work, RSS/Atom show a popular deployment model, and Google Earth a user-friendly, evocative and content-motivating UI.
