GD suggests we could resolve this by saying that while we do not have an
   arch for modules, we have the concept of them
SW notes we no longer have modules
HFN thinks we have plenty of modularity in SOAP suffcient to reolve this
    issue anyway

NM agrees w/GD, also thinks this is still related to our feature/binding
discussion
Short discussion ensues related to the fact that cannot assume MIME
Longer discussion ensues on the movement of such information in/out of
headers/bindings.
