Realization: there need only be one

One format could be transported in many protocols.
It could also be included in profiles, like CC/PP.
To make it machine readable, it should be XML.
To integrate well with other metadata, it should be RDF.
But if you do not want to learn XML and RDF, just treat it like a string encoding format.
